World Cup 2026 rules for teams level on points in the group stage

In the event of a tie on points in the group, rules must determine which team advances to the next round of the World Cup 2026 and which team is eliminated (Article 13of the 2026 World Cup Regulations).

When two or more teams in the same group are level on points after the group stage, the following criteria are applied, in the order below, to determine the ranking:

Step 1

  • a) the highest number of points obtained in group matches between the teams concerned;
  • b) superior goal difference resulting from the group matches between the teams concerned;
  • c) the highest number of goals scored in all group matches between the teams concerned.

Step 2

If, after applying criteria a) to c) above, teams still have an equal ranking, and to determine their final position, criteria a) to c) are reapplied to the matches between the remaining teams. If this procedure does not produce a decision, criteria d) to f) below are applied to the two or more teams still level on points:

  • d) superior goal difference in all group matches;
  • e) the highest number of goals scored in all group matches;
  • f) the best team conduct score (players and team officials) in relation to the number of yellow and red cards received:
    • yellow card: minus 1 point
    • indirect red card (as a result of two yellow cards): minus 3 points
    • direct red card: minus 4 points
    • yellow card and direct red card: minus 5 points

Only one of the above deductions shall be applied to a player or team official in a single match. The team with the highest number of points is ranked highest.

Regarding step 2, all teams concerned are ranked by applying criteria d) to f) in order. If one team qualifies for a higher or lower position based on one criterion, but it is not possible to rank all teams based on that same criterion, the remaining two or three teams are ranked according to the next criterion, and so on. In any case, step 2 of the ranking procedure is not restarted for the two or three teams remaining after a criterion has been applied.

Step 3

If no decision can be reached through the procedures in steps 1 and 2, the following applies:

  • g) the two or more teams still level on points are ranked according to the most recent edition of the FIFA/Coca-Cola Men’s World Ranking;
  • h) the two or more teams still level on points are ranked according to the edition of the FIFA/Coca-Cola Men’s World Ranking immediately preceding the most recent one, and this process is repeated until a decision is reached.
