There are 12 groups. Each group consists of 4 countries, of which the first 2 countries will qualify for the knock-out round, as well as the 8 best numbers 3. So 32 countries will go to the knock-out round of the World Championship.

FIFA has also looked at other options to make the structure of the groups more attractive [ref]:

  • 16 groups of 3 teams, with the numbers 1 and 2 going through.
  • 12 groups of 4 teams, where the numbers 1 and 2 and the 8 best numbers 3 advance.
  • 2 parts of 24 teams, each consisting of 6 groups of 4 teams. The winners of each part will meet in the final.
